Yes,do this:
Dear Valued Client,

If you'd like you could enable your affiliate program to allow blocked countries by going into 'Affiliates < System Setup < Advanced Features'. Also you could register the affiliate with their information and provide them with the Affiliate ID number to refer people to your site.

It is kind a unusual how some ccbill programs will stay ccbill only forever.I guess they don't wanna bother with check issuing.

Check issuing can be a big headache, dealing with tracking, lost and uncashed checks, etc.

Yes but there is great company webmaster checks which making that part very easy.Also ideal solution would be to have ccbill part and cascading part-so if someone wants check,then he can use ccbill,and if someone want epassporte/wire then cascading.
