Many, many sites out there still offer free partner accounts. It's a matter of going through your submit list and applying for accounts. A lot of the sites will tell you right on the webmaster page or submit form if they are accepting accounts, any fees, and how to apply. Watch the boards as well. Usually there is announcements made when a site is accepting accounts.
