Any other blogging platform offer FTP publishing?

Blogger has dropped FTP support and now I'm forced to publish on their custom domains or find another platform.

I already know WordPress but our programming dept. is already up to here with jobs and I want to maybe avoid a database and run with a third party going to our URL...

Does anyone know if anyone (else) does?
