One of my faves is:

3D Toon. There are some featured artists who create dark magic on that site. And, it's funny, because I wouldn't consider myself to be a toon person.

One of the coolest amateur sites I remember was NinaKnowsBest before Lightspeed.....she showed some amazing creativity with her layout and text.
