Not exactly. There are a lot of locals that like to hang around in the old port. The parc is always host to public events like shows and expositions. You can spot the tourists by the way they dress and by the way they look around. My guess is, by the way they dress and everything, those MILFs are locals.

The bike path in the old port is a major people-watching hangout.

I wasn't saying these girls are tourist or local, but if you want to see locals, you're better off walking The Main or St-Denis. Yes the old port is enjoyed by locals. I like walking there myself, but it is a tourist area.
