I believe in this case the fifteen minute tape was made, and when Colin split up with his girlfriend they decided it was owned jointly by both of them, with the agreement that both parties could never make it public. Now the girlfriend is talking to an Internet company about putting it on line.
And I think I know which company it is, or at least which company is trying to get it.

Tapes just like CDs get leaked by someone close.... I'm sure if theres one tape... there was a copy made... and that copy... was then copied.... and then it goes on, until someone smart finally decides to rip it into some digital format and unleash it on the net....
as for it being a publicity stunt.... come on...... DUH! ;-) But more for the porn star....
