Because the term "child porn" is used to mean any publication featuring models under 18 years of age, the number of such publications substantially increased. But the number of publications which actually featured young children remained almost nonexistent. The US government, by unilaterally changing the definition, created what appeared, on the surface, to be a sudden increase in the product. In fact virtually all of the illegal material were items previously allowed but now made illegal by a change in definition.
