Is the "draft" returning to the USA?

Here's a comment I received

Democrat who is up for re-election in 2004; it will be opposed by
all concerned, including the armed forces, who have no use whatsoever
for draftees.

Similar House legislation has been proposed by the Rangel,
a known socialist from New York with a history of stupid behavior.

The purpose is to cause riots and wreck the armed forces, thereby
discrediting Bush, leading to election of a Democrat president.

After that, it would provide the Democrats with an obvious path to
introducing the final phases of totalitarian rule.
