I'm a newbie at this without a real 'portfolio' but I could do 100 animated banners for half that price!

I've seen this often, that the amateurs do it for much cheaper. Some of them arent that bad really. Can someone tell me how those people look at it who need to get work done? What factors do people consider when choosing a designer?
