I don't doubt that said plans do exist at the Pentagon. I imagine they have plans in place for all kinds of contingencies, but most of them never become reality.

yep. They said the same about Iraq.
They also said 1.5 million Iraqis will die in the war.
They also said that during ww2, when US was thinking of using an A-Bomb they suspected maybe it will create such a heat that it will create a chain reaction that will incinerate all the oceans in the world (since the heat will cause the water to turn to vapor and water as we all know are hydrogen which is flamable).
The head of the US patent office said once that all that was there to be invented was already invented (and hence invented the most stupid phrase in the world which proved him wrong )
And so on...
