I'd wait and let the kid decide on their own when they are like 15, 16.  I wouldn't object as long as it wasn't barbed wire around the neck or an eyeball in the middle of the forehead.    
 
 
I wonder if they have restrictions on exactly where they will place a tat on a kid?   I could see some kid saying "Mommy has a butterfly on her boobie. Can I get one like hers?"   
 
I wonder if they will only allow certain tats for a kid?  Would they draw a skull and crossbones, a demon, or some kewl horror movie type creature with blood dripping off the teeth,  on a little boy? 		Tatoos are wrong on kids! My girls will NOT have permanent tatoos until they become adults and that's if they want them!
